Green systems configurator tertiary decree deciphers the legislation and prefaces the work on OPERAT

The search for sources of energy savings is essential for tertiary buildings in the industrial sector. Through several software programs, the publisher Green Systèmes makes it possible to identify these deposits thanks to better management and control of consumption. One of its tools, the Configurator, makes it easy to make the mandatory and tedious declarations that are incumbent on companies under the tertiary decree, on the ADEME (OPERAT) platform.

How are companies reacting in this period of energy price inflation?
Until now, the subject of energy was not significant in companies. The price of energy has never been very high in France and it was a chance! We are seeing a renewed interest in the economic world for the electricity bill. Companies are wondering how to maintain their budget by reducing their consumption and are interested in tools to monitor it. Green Systèmes intervenes in this market, by publishing software for energy management (consumption monitoring, search for sources of savings, equipment management, etc.) or to meet the obligations of the Tertiary Decree.

Exactly, many manufacturers are not aware of the new obligations incumbent on them under the tertiary decree, you say… What are they?
The tertiary decree, released in 2019, comes from the Elan law. It requires, for all tertiary buildings with a surface area greater than or equal to 1,000 m², to achieve 40% energy savings by 2030, 50% in 2040 and 60% in 2050. Several methods for determining the objectives are possible, in absolute value or in relative value.

Each « subject functional entity », i.e. each building, must have objectives and meet them by 2030. In addition to this obligation of results, there is an obligation to declare. These are carried out on an ADEME (OPERAT) platform. For each of the buildings subject to the tertiary decree, it is necessary to declare its heritage consumption for 2020 and 2021, but also that for a consumption reference year. This reference year, which is between 2010 and 2019, serves as a benchmark for comparison. It is therefore necessary to choose the most consuming year, to apply the 40% energy savings required by 2030.

Is the potential for energy savings in industrial buildings significant?
The share of tertiary consumption in the industrial sector is around 0.5 to 2%. This is quite derisory, for each company taken individually. But, at the collective level, the sources of energy savings are very significant, on tertiary buildings in the industrial sector.
